The principle of independence is paramount

In his work, the surveyor must be guided by the principle of independence. In other words, no expert institution should be controlled by state structures. Unfortunately, the opposite happens in Russian practice, so foreign courts sometimes do not accept reports prepared by our surveyors as evidence.

First of all, a surveyor is an expert in the analysis and verification of the circumstances of insured events, such as loss, damage to property, damage to he alth, flooding, fire, and so on. He coordinates the process of examining the scene of the incident (organizes the rescue of people, calls specialists, fixes the existing damage). In addition, the surveyor is the main consultant, to whose opinionthe owners of ships and those who operate them must listen. However, this is not the whole list of duties that the expert performs. He collects evidence in order to establish the causes of catastrophes and accidents, studies ship records, examines diver reports, interviews witnesses, and checks weather reports. And at the final stage of the work, the expert sits down for the report.

Surveyor services also include the issuance of certificates for cargo. This is a document that confirms that the cargo is properly stowed and secured in the holds, which means that it will reach its destination safe and sound, without causing any harm to the vehicle.

Legislative framework needs serious improvement

Unfortunately, the activities of surveyor organizations are not fully regulated at the legislative level. Subjects of civil rights are guided exclusively by departmental regulations.

Of course, the insurance surveyor creates some competition, but there is no rule in the domestic market that would oblige market participants to use the services of the above experts. If you want - invite him, but if you want - no. As they say, it's voluntary. In the event of problems with cargo transportation, ship owners often do not need any expert. Insurance in our country is still poorly developed, so they prefer to resolve the conflict on their own.

Unfortunately, in practice, the surveyor actsas an ordinary intermediary who does a job that is not characteristic of him: he is a consultant, and a provider, and an appraiser, and an insurer, and a tour operator.

Nevertheless, this market segment is developing smoothly in our country, and survey services are in increasing demand in the business environment.
