Russians are wary of consumer cooperatives. And this is no coincidence: scandals from the time of financial pyramids still remain in the memory of citizens who have lost all their savings in a few days. The activity of the CCP from Tyumen is proof of this. The network has a lot of negative reviews about the Tyumen Savings Fund. Deceived depositors are trying to return savings since 2017.
CPC "Tyumen Savings Fund": features of activity
Financial organization from Tyumen has been providing services to citizens of the Russian Federation since 2010. The activity of the cooperative was to draw up contracts with clients for opening deposit accounts and issuing loans. When making a deposit, the client automatically became a shareholder of the CPC.
To get a consumer loan on favorable terms from Tyumensavings fund , you had to first become a shareholder of the company. To do this, the client had to pay 100 rubles for membership and another 100 - as a mandatory contribution of the shareholder.
Glory to the "Tyumen Savings Fund" brought deposits at a high percentage. In the best years of its activity, the cooperative offered shareholders to invest their personal savings and receive up to 29% per annum for this. Such conditions in 2012-2016. not a single Russian bank could boast. The average interest on deposits in banks at that time did not exceed 10% per annum.
According to reviews, the "Tyumen Savings Fund" attracted customers precisely through deposit programs. Cooperative loans were not so profitable: rates reached 30-40% per annum. But almost all CCP shareholders received approval.
Feedback on attracting shareholders
The policy of the credit cooperative from Tyumen cannot be called aggressive. Clients were attracted mainly through advertising in the media.
According to reviews of the "Tyumen Savings Fund", it was possible to conclude an agreement only in the offices of the Communist Party of China. Without pre-payment of the membership fee or deposit money, the client could not become a shareholder. This excluded the possibility of involuntary entry into the ranks of the cooperative's clients.
Addresses of branches of CPC "Tyumen Savings Fund"
Despite its geographical name, the cooperative represented its activities in several regions at the same time. "Tyumen Savings Fund" in Tyumen was the largest. Branches alsolocated in Tobolsk, Ishim, Surgut, Nefteyugansk, Khanty-Mansiysk.

What happened to the cooperative?
The financial activity of the CPC, like any organization in the Russian market, is directly related to the risk of bankruptcy. Despite the long-term activity (more than 7 years), in 2017 all the offices of the credit cooperative, not only in Tyumen, but also in other cities, unexpectedly closed.
According to reviews, in Tobolsk "Tyumen Savings Fund" was the first to close. The depositors were not aware of the presence of financial problems. The event came as a shock to hundreds of deceived Russians in several cities.
The first to know about the problems of the CCP were those who decided to personally visit the offices in Tobolsk and Tyumen. But the depositors were already in for a surprise: a message about the closure of the cooperative suddenly appeared on the branch door. August 2017 brought disappointment to CPC shareholders and puzzled them with the question of how and where to return their savings.
Is it possible to return savings from a bankrupt cooperative?
When a bank fails, depositors rush to the "Deposit Insurance Agency" to get their money back. The state organization is the insurer of all major banking units in Russia. But the CCP's bankruptcy is more difficult.
According to the law "On credit cooperation" dated July 18, 2009 No. 190-FZ, payments to shareholders of a bankrupt cooperative should be carried out by SROs (Self-Regulatory Organizations), which included the CPC. Until 2017-12-09, the branches of the "Tyumen Savings Fund" were under financial tutelage in the SRO MSCC "Support of Cooperation". After being excluded from the list of a self-regulatory organization, depositors cannot count on the return of insurance amounts from Opora Kooperatsia.
Receiving payments complicates the fact of initiating a criminal case under Art. 159 of the Criminal Code of the Russian Federation "Fraud". During the consideration of numerous complaints from deceived citizens, the activities of the CCP in 2017 were found to be illegal. Fraud and mismanagement of credit policies, which led to the deliberate bankruptcy of the CCP, are under criminal investigation.
But this does not mean that shareholders can forget about their investments. Refunds are possible, but the process will take a long time. The return period depends on when the litigation ends.
Ex-customer activities
Those who were left without their investments and interest are actively trying to return their savings. Former investors of the notorious cooperative from Tyumen applied to the police departments and the prosecutor's office. Based on the results of the appeals, criminal cases were opened in each region. Main businessconducted in Tyumen, at the location of the head branch of the credit consumer cooperative.
Reviews about the PDA "Tyumen Savings Fund" leave mostly former clients. They describe in detail how they had to lose their savings. But clients do not sit idly by: in Tyumen, former shareholders organize meetings and sanctioned rallies. On them, they discuss with each other the details of the investigation, make assumptions about the timing of payments and share information.
Information in the media about the case of the "Tyumen Savings Fund"
In the media of Tyumen, according to reviews of the "Tyumen Savings Fund", information about the current state of the finances of former shareholders more than once slipped through. The CCP case has become one of the most high-profile and scandalous in the region.
"Tyumen Savings Fund" in Surgut also made a lot of noise: more than 150 shareholders were left without funds. Newspapers were full of headlines about another financial pyramid, and depositors went everywhere they could to get their money back.
Sadly, the Tyumen CCP case is not the only one in Russia. A similar situation happened with the Ural Savings Fund. The financial company just as suddenly "fell apart", and the depositors were left with nothing. According to URA. RU, the branch of the Ural Savings Fund closed at the end of June 2017 (almost simultaneously with the branches of the Tyumen Savings Fund).
But while the case of the Tyumen cooperative is under investigation, the CPC clients from the Urals had to face numerous refusals to initiate criminal proceedings. The prosecutor's office of the Sverdlovsk region refused 149 applications from clients. According to shareholders, employees of the authorities did not find evidence of corpus delicti.
After 2 years, cases were nevertheless initiated after repeated appeals from clients and their lawyers. Employees of the authorities in their reviews of the "Tyumen Savings Fund" admitted that, most likely, the leadership of the CPC from Tyumen and the Urals is the same, and companies were opened and closed in order to profit from the reorganization.
Appeal of shareholders to the President
According to journalists, some of the clients even wrote to President Vladimir Putin. For example, in her appeal (according to reviews of the "Tyumen Savings Fund" from Ishim), which is posted on the Web, the contributor desperately asks for the return of the "coffin money". A client describes how surprised she was when the cooperative went bankrupt on August 8, 2017. On this day, the woman was going to terminate the deposit agreement and withdraw the accumulated funds.
But the doors of the branch were closed, and outside there was information about the lease of the office. According to the shareholder, the clients did not suspect that there were financial problems in the cooperative. For 10 years, depositors have regularly received interest and were satisfied with the activities of the CCP.
Pyramid or bad luckcircumstances?
Information about the closure of the fund came as a shock to citizens. And most of all, they are horrified by the fact that their deposits at the time of the closure of the CCP were not insured. Therefore, the process of returning cash is delayed for years. Some customers are already desperate to get their savings back.
It is known that most of the shareholders of the consumer cooperative were pensioners, the most vulnerable and gullible part of the country's population. They brought money to the CCP, which they collected for a long time for their children, grandchildren, or for a decent funeral. After the mysterious bankruptcy of the Tyumen Savings Fund, they had to lose everything that had been collected over the past months or years.
But why, after the infamous experience of pyramid schemes in the 90s, Russians continue to believe in unthinkable income? Not only those who had to face bankruptcy face to face, but also employees of the prosecutor's office are trying to answer this question.
