The collection and execution of documents for the calculation and receipt of compensation payments is carried out by Rosgosstrakh OJSC. He was appointed successor of the State Insurance of the USSR. The processing of incoming requests is entrusted to a specially created unit - the Settlement Center for Compensation Payments (RTsKV), located in Ryazan.

Official information

Rosgosstrakh does not make compensation payments on its own. He is only an intermediary (operator) between the state and the insured person. That is, the main responsibility of the Center is to collect and process requests. And the FederalTreasury.

To apply to the RCCV, you need to collect a package of documents and send it by Russian Post by registered mail (preferably with acknowledgment of receipt) to the address: 390046, Ryazan, st. Scheme of work

The Rosgosstrakh Compensation Center accepts documents and registers them. Then the information is searched and entered into the database, the amount of compensation is calculated according to the submitted documents. The next step is to apply for a refund.

Documents are being considered for about two months.

The Center sends the completed application to the regional Ryazan UVK (Office of the Federal Treasury). It is from there that funds from the state budget are transferred to the applicant's bank account.

Here it should be noted that before submitting documents, you need to find out at the credit institution whether it allows the transfer of additional cash contributions, or such a service is not provided for by the terms of the contract.

Who can apply

Article 15 of the Federal Law of December 19, 2016 No. 415-FZ “On the federal budget for 2017 and for the planning period of 2018 and 2019” guarantees the continued payment of indemnities under endowment insurance policies opened before January 1, 1992. Subject to one condition: the redemption amount (insurance) was not paid before the same date.

That is, until today, you can make a payment to personsinsurance contracts issued before 1992. Now citizens who have concluded insurance contracts with Gosstrakh, as well as their successors (but with all the necessary documents) can apply for compensation.

The RCCA works only with citizens of the Russian Federation.

Package of documents

Specialists of the Center recommend that you carefully check: the contract was indeed drawn up before 1992. And also clarify the insurance group: children's, pension, wedding or mixed. Rosgosstrakh deals only with these insurance contracts.

To receive a compensation payment from Rosgosstrakh, you need to make an application. Both the insured person and the person having a power of attorney have the right to do so. The application should describe the situation in as much detail as possible and list the proposed documents. If the data in the database is not found, the insurer asks to attach an extract from work on monthly insurance contributions to the copy of the insurance certificate. The main list of documents is as follows:

• Passport;
• Insurance policy (or an extract from the personal account, an explanatory note from the insurer is also suitable);
• Recalculation confirmation (40% increase in contributions made in 1991);
• Document confirming the change of surname (for the entire period of insurance);
• Death certificate (for heirs);
• Confirmation of the citizenship of the deceased (certificate from the Federal Migration Service, the registry office or fromnotary public);
• Documents confirming the right to inherit;
• Bank account details or notification of the Russian Post (if you want to withdraw money through it).

Papers are sent by registered mail to the above address, or personally brought to any of the branches of Rosgosstrakh.

After reviewing the documents, the organization notifies about the possibility of receiving compensation and the timing of its execution.

If the documents are not enough, the applicant will receive a letter asking him to submit the missing papers.

Judging by the feedback on Rosgosstrakh compensation payments, it is advisable to send one application first. And only then, having received a refusal, send supporting documents.

Amount of refunds

Rosgosstrakh calculates compensation payments according to the following rules.

Applicants born before 1945 receive a triple refund of pre-1992 account balances (minus amounts previously paid).

Applicants born between 1946 and 1991 inclusive receive double reimbursement of account balances up to 1992.

Assignees are en titled to compensation in the form of material assistance for funeral services, in the event of the death of the contributor from 2001 to 2016 (no more than 6,000 rubles). But funeral expenses can be covered in full if the contribution was more than 400 rubles. Otherwise, a refund of 15 times the balance will be offered.

The date of termination of the contract with Gosstrakh may also affect the amount of compensation. Each case is considered on an individual basis. The applicant is only informed of the amount of funds to be returned and the terms of payment.

• account opens automatically upon receipt of application;
• notification of enrollment comes in the format of an SMS message, or by registered mail (at no extra cost from the applicant);
• you can withdraw money at any additional bank office or at the Russian Post only upon presentation of a passport.

Better not to delay

Experts recommend not postponing the request to the RCCA. There are several reasons, but the main one is that the terms for considering the application and the procedure for reimbursement have not been established by law. And the Government every year determines the amount for the implementation of compensation payments by Rosgosstrakh. But almost every year, by the beginning of autumn, there is a shortage of funds with a large number of pending applications. In this regard, the Center suspends the acceptance of documents until a new order of the Government of the Russian Federation.

This year the state has allocated more than 8 billion rubles for these purposes.
