One of the most important internal documents of any organization, including the state, is the code of ethics. Of course, this document in state and municipal institutions must comply with certain uniform standards and have approximately the same content. General information
In December 2010, by decision of the Presidium of the Anti-Corruption Council, the Model Code of Ethics and Official Conduct of Russian Civil Servants and Municipal Employees was adopted. The document is the basis for the development of their ethical codes by state authorities and municipal governments.
A citizen who has entered the state or municipal service must familiarize himself with and comply with the rules set forth in the model code of ethics. Objectives of a Model Code of Ethicscivil servants are:

Basic and recommended rules and principles of professional ethics
The model code of ethics for municipal and state employees reveals the basic ethical principles. These principles include conscientiousness in the performance of their duties, impartiality, correctness and care in dealing with citizens, intolerance to corruption and others. In addition, a municipal or government official must ensure compliance with the laws of the country and other regulatory legal documents, avoid conflicts of interest in the performance of his duties, take measures to ensure the confidentiality of official information.
In addition to the above, this document establishes advisory rules. So, an employee in the performance of work must refrain from rudeness and statements of a discriminatory nature, threats and offensive actions, from smoking.
