This method of transportation can guarantee the safety of the cargo. Nevertheless, there are circumstances in which customs escort cannot be used in absolutely all cases of cargo transportation. These include a shortage of workers and increased costs during transportation.

When escorted, two main functions are performed: execution of a package of documents and escort across the border.

Decision making

The decision on the customs escort of vehicles or goods must be taken by the immediate head of the customs authority. If the head is absent, then the deputy can take over the authority to resolve this issue.

The decision is made on the basis of the application within 24 hours.

If customs escort of goods or vehicles is carried out over a distance of less than 100 km or within a region where one customs office operates, then the procedure for issuing an order can be skipped. In other cases, employees can accompany the cargo only if there is an order.

Escort is organized so that the delivery of the cargo is carried out before the end of the working day.

Customs officers must ensure the safety and integrity of the escorted cargo.

Fees

Customs escort fees for transportation of vehicles or units of railway transport are as follows:

  • if the distance is less than 50 km, then 2000 rubles;
  • for transportation from 51 to 100 km - 3000 rubles;
  • if the distance is 101-200 km, the fee will be 4000 rubles;
  • for long distances, over 200 km, the fee will be 1,000 rubles per 100 km, but not less than 6,000 rubles.

To escort water and aircraft, the amount will be 20,000 rubles, regardless of the mileage.

Escort services may include temporary storage in a warehouse. The cost of storage will be 1 ruble per day for 100 kg of weight. In special rooms adapted for certain types of goods, the price will be 2 rubles per day for 100 kg.

It should be noted that if the weight is less than 100 kilograms, the price will still be equal to the ruble, and an incomplete day is considered a full day.

Documentation

Documentation of the cargo to be accompanied takes place first.

After the decision is made, the application is sent to the head of the structural unit.

The head of the department, in turn, must:

  • determine the composition of the outfit;
  • appoint chief;
  • solve the issue of weapons;
  • determine the time and place of acceptance of the accompanied cargo;
  • define route;
  • issue and register prescription;
  • instruct employees;
  • bring communication support regulations to the attention of officials;
  • give all the documents necessary to accompany the goods to the person in charge of transportation.

If the cargo is accompanied by road transport:

  • customs officers are required to be in the first and last cars;
  • if the column has stopped, the squad must control all sides of the movement;
  • customs order cannot accompany more than 10 vehicles.

If the cargo is accompanied by railway transport:

  • the outfit must accompany the cargo transported in one train, in one wagon coupler;
  • the carrier must provide a room for customs officers, which is equipped with sanitary standards;
  • if the train stops, customs officers must control both sides of the vehicle.

If the cargo is accompanied by a water vessel:

  • customs officers must coordinate one vehicle;
  • carrier must provide accommodation to customs officers;
  • if the ship makes a stopover, customs officers should be placed so that the premises where the cargo is located can be monitored;
  • Mooring and loading and unloading operations should be carried out in coordination with the chief of the order.

If the cargo is accompanied by an aircraft:

  • one outfit coordinates one ship;
  • during transportation, customs officers are accommodated in the cabin, at the airport - at the air transport.
