But Alekperov did everything to turn it into a private company and recruited like-minded people who were excellent in the industry. He needed those who understand various business tools, which practically did not exist in Russia in 1992.

Nikolai Tsvetkov had extensive knowledge, was an experienced broker and knew how financial systems work. Alekperov invited Nikolai to work as a financial consultant in his state concern. A year later, Tsvetkov created his own oil company, Nikoil. He claimed that the name was not related to his name: "Nikoil" stood for an oil investment company. Later, oil ceased to bring the main income, and the company was renamed by Nikolai Tsvetkov. "Uralsib" seemed to him a suitable name. In 1992, President Boris Yeltsin issued a decree on the creation of vertically integrated companies. Russian oil has attracted foreign investors who have only recently entered the stock exchange. They bought shares of companies without thinking about possible risks. Russian companies got a chance to earn capital, which they invested in further development. Tsvetkov's services brought good and stable profits, and the entrepreneur, together with Lukoil, tried to privatize the oil sector. "Nikoil" got more than 10 regular customers and began to advise other enterprises. Within a few years, the number of clients has grown to 50.

In the early 90s, the population carried their money to funds in order to get rich quick. Alekperov created the Lukoil investment fund, which he entrusted to Tsvetkov, believing that a financier with extensive experience would be able to properly manage the funds. The entrepreneur proved that he can be trusted when he was able to save the company from bankruptcy after the collapse of financial pyramids. Nikolay was able to turn the money that clients invested in the company into shares, thereby strengthening Lukoil's position.

In 2013, the Central Bank began to actively check and revoke licenses from Russian banks. For several years now, a cleansing of the banking sector has been underway. For example, in August 2015, the ZNAK company sells part of its land in the Moscow region to a group of the Ananyev brothers, Promsvyazkapital. The deal concerns almost 4,000 hectares of land, which will be sold for 3.7 billion rubles. Such a figure indicates the plight of the entrepreneur, because it is almost two times lower than the market value, rumors began to circulate that Nikolai Tsvetkov was getting rid of Uralsib.

According to economists, Tsvetkov's deal with the Ananyevs indicates the bank's critical situation. To save Uralsib, money is needed that Nikolai Tsvetkov does not have. His biography is full of ups, but now the first serious obstacle stands in the way.

However, it is worth noting that the proceeds are not enough. According to the conditions set by the Central Bank, in 2015 the authorized capital of the bank should be 20 billion rubles. This amount is necessary to compensate for the assets that are on the balance sheet of Uralsib. For comparison, in 2014, the capital of the enterprise amounted to more than 42 billion rubles.
