Western countries have been familiar with the concept of a customs broker for more than a hundred years. In our country, they started talking about such a service sector only after the collapse of the Union. A customs clearance specialist is today a fairly demanded and highly paid profession in the world.

Companies operating in the foreign economic market require the delivery of cargo to a designated point at a certain time and in complete safety. In this case, the cargo must come with accompanying documentation and without various pen alties. But not every company can boast of employees of this level. Therefore, in such cases, a customs clearance specialist will come in handy.

His scope of work includes:

- representing the interests of the customer at customs, performing customs operations on his behalf;

- declaration of goods;

- providing the necessary documents and information about the cargo to special authorities;

- payment of customs duties, VAT, excise duties;

- sometimes customs work requirespersonal presence of the broker during the inspection of the goods, which allows the process to be carried out much faster;

- legal advice, during which the specifics of the legislative framework are explained to the client.

Regardless of how the cargo is moved - by sea, land or air, a customs clearance specialist must correctly imagine the system for transporting goods in transit. Since sometimes imported goods can grow very much in price due to the payment of taxes, customs duties, necessary permits. And this deal for a businessman will not make sense. The customs broker must foresee this and warn the client.

What would it take to provide this type of service? An application for entry into the register of customs brokers in the form and a license for this type of activity is required. Also:

1. The presence in the state of at least two people with a certificate of specialists of the relevant profile. At the same time, you need to be a citizen of Russia, have a higher education and confirm your knowledge with a qualifying exam.

2. Liability insurance policy in case of damage to the client's property or violation of the contract with him. The insurance policy must clearly state the indemnity guarantee in each case.

3. Providing security for the payment of various taxes and customs fees in an amount equal to at least one million euros at the rate of the National Bank. Alternatively, a bank guarantee is acceptable, a transfer of a sum of money in the requiredamount to the settlement account of the Federal Customs Service, guarantee agreement.

4. The organization must not have the status of a government institution.

5. Absence during the year of facts of bringing to administrative responsibility for an offense in this field of activity.

6. There should be no debts on customs payments in the amount of more than 500,000 rubles.

A customs clearance specialist operates within the framework of the Customs Code in the Customs Union and the Federal Law "On Customs Regulation in the Russian Federation", which supplements the TC.
