Therefore, in many countries, and in Russia in particular, a recycling tax on cars has been introduced, which is a source of financing for recycling operations. It is designed to make the environmental situation better, because. such a large item as a car cannot be efficiently recycled by the forces of nature alone.

Disposal fee rates are different for different countries. For example, in Europe they amount to about one hundred euros and are paid when purchasing a car. In our country, during the period of 2010-2011, during the program of exchanging old cars for new ones, the owner of the old car paid 3 thousand rubles for recycling and received a discount of 50 thousand rubles. for a new car.

Today, the recycling fee rates are determined in Decree No. 870, adopted in 2012 (August 30). To calculate the fee, information about the owner of the vehicle is taken, as well as the data of the vehicle itself - make, date of issue, model, type of transport, VIN, engine displacement, engine number and type, vehicle weight in tons. For each specific machine, a base rate and a correction factor are set. For example, the recycling fee rates for cars imported for personal use, regardless of engine size, are set with a coefficient of 0.1 (0.15 for cars that have a production date of more than 3 years ago) to the base rate, which is equal to 20,000 rubles.

And for dump trucks with a gross weight of more than 350 tons, they have a coefficient of 37 (40) at a base rate of 150,000 rubles.

Utilization fee for cars is collected from manufacturers (if they do not apply for safe disposal in the future to the Ministry of Industry and Trade), from those who introduce cars and those who bought a car from a person who did not pay the fee. Immigrants, diplomatic missions, persons importing cars from the countries of the Customs Union, etc. are exempted from paying it. The recycling fee rates do not apply to certain types of cars. For example, for those that are over 30 years old, the original body, engine, frame are imported into our country for their own use.
