What salary is provided to employees of the Federal Penitentiary Service in Moscow and other cities of Russia in 2019? How much money do inspectors with doctors and other workers earn? Today, society is very concerned about high crime along with the ability of the authorities to neutralize it. Therefore, it is considered relevant to develop a structure that is in charge of matters of order and security, we are talking about the Federal Penitentiary Service.
FSIN and the tasks of employees of this organization
The primary tasks of these workers include, first of all, control over the execution of a court sentence, along with ensuring that suspects or convicts stay in proper conditions of isolation from mainstream society. Thus, practically all employees of prisons and places for deprivation of liberty act as employees of the Federal Penitentiary Service, however, at the same time, these official units are also involved in other structures. Among other things, the tasks of the service in questionincludes the following actions:
- Exercise control over probationers.
- Protecting convicts in places of detention from the slightest arbitrariness, along with ensuring their rights.
- Performing convoy.
- Carrying out social adaptation of citizens released from places of deprivation of liberty.
As you can see, the functions of this structure are quite diverse, but the most basic of them is precisely the need to ensure the maintenance of the accused in the place of deprivation of liberty. And this means that all employees of the Federal Penitentiary Service must be physically prepared.
What changes await the Federal Penitentiary Service in 2019?
In addition to changes in the procedure for issuing and calculating salaries, the Federal Penitentiary Service plans the following changes. With regard to the reorganization of this service, at least three of the following points are clear:
- A change in the supervising ministry is expected. The functions of the execution of sentences will be transferred from the Ministry of Justice to the Ministry of Internal Affairs.
- A significant part of the staff will be transferred to civilian positions.
- There is no talk of reducing the number of employees of the service in question. Moreover, this department is experiencing an acute shortage of personnel. Therefore, it intends to lure former military men into its structure along with young people who did not serve. And it is obvious that without the financial motivation of such recruits, this task is impossible.
Experts still disagree about the change of the supervising ministry, however, most of themagree that such a process would be controversial and unpredictable.
Increasing salaries for employees of the Federal Penitentiary Service
Will the remuneration of the Federal Penitentiary Service be increased in 2019? The change in the status of an employee from a military to a civilian type of employee is associated, first of all, with the loss of a number of various preferences and benefits. It is known that epaulettes are kept only by those citizens who are directly involved in the protection of convicts, and the rest of the categories will be in civilian clothes. The salary of the Federal Penitentiary Service will be increased this year, most likely, as it was planned, only with the October indexation, which will be four and a half percent.
For these purposes, according to the data, 5.6 billion has already been allocated. It is worth noting that in the previous 2018, only 4.4 were provided. As for the next 2020, the amount of funds for indexing such employees will be at least 10.4 million, which is almost twice as much as in 2019- m. Thus, there will certainly be an increase in income for employees of the service in question, and not only through indexing, but due to a real increase in all regular salaries.
Thus, the question of what salary the Federal Penitentiary Service has today and whether the salary will be increased is not worth it. It is only clear that the increase will definitely happen, but one should not expect a one-time significant increase, since everything will happen in stages. It is important to emphasize that the financial structures of the government were given the task thatyield indexing should be kept at a level that exceeds the rate of annual inflation.
Who can count on the increase?
Specialists have repeatedly emphasized that the structure under consideration has a rather high staff turnover. In turn, the exodus of experienced staff leads to a further deterioration of the current situation, and in addition to an increase in the number of escapes, criminal offenses and suicides within the walls of correctional institutions. In this regard, it was decided to increase the salary in the Federal Penitentiary Service for those employees who wear shoulder straps, like all military personnel.
Regarding workers who occupy non-standard positions, their salaries will be revised upwards along with federal employees, that is, there will be an indexation of 4.3%.
Given that doctors with teachers, psychologists in the ranks of the Federal Penitentiary Service are not subordinate to the Ministry of He alth or the Ministry of Education and Science, they will not be able to count on a salary increase together with other state employees. Their salaries will be recalculated jointly with other employees of the federal service for the execution of punishment. This applies to the following categories of persons:
- Teachers of educational institutions, advanced training institute, educational organization of higher education, department of the Federal Penitentiary Service and so on.
- Employees of the scientific and research institute of the Federal Penitentiary Service.
- Physicians of preventive and he alth institutions, and in addition, hospitals for convicts, correctional medical organizations.
Salary in the Federal Penitentiary Service involves an increase in budgetary appropriations for increasing wages, it is included in the draft federal budget. In addition, the legislative act provides for a further increase in payments at a level not lower than inflation:
- An increase of 3.8% is expected in 2020.
- By 4% next 2021.
True, the final values in the coming periods will directly depend on the actual inflation rate, but in any case, wage growth over three years will not be less than twelve percent.
Terms of salary increase in the Federal Penitentiary Service of Russia
Increase in salaries for employees of the criminal and executive system in the beginning of the year is scheduled for October. That is, the first three quarters of the salary will remain at the same level. A small supplement from the beginning of the year can be received by cadets and junior inspectors whose income in total does not reach the minimum wage. Since January, the minimum wage has increased to 11,280 rubles. But as part of the calculation, the surcharges take into account the minimum values of a particular region. Therefore, employees of the northern regions, where the minimum wage is an order of magnitude higher, will be able to receive a significant increase.
What is taken into account when calculating wages: additional features of the calculation
As in any paramilitary structures, the salary of employees of the Federal Penitentiary Service is characterized by a complex but transparent accrual principle. When calculating it, many of the following factors are taken into account:
- Position along with title.
- Actual seniority with current qualifications.
- Special Service Achievement coupled with the integrity of duty.
The category of the correctional institution, and at the same time its occupancy, affects the salary. In addition to the main two salaries, the following allowances are due:
- For the risk factor and secrecy.
- Difficult working conditions.
- Regional value.
In addition, FSIN employees receive compensation for renting housing, financial assistance once a year with a lump sum social payment for the purchase or construction of a housing facility. In this regard, the salary in the Federal Penitentiary Service for employees with the same position and rank may differ significantly. According to statistics, average earnings in the structure, as a rule, amount to twenty-two thousand rubles. And immediately after the upcoming October recalculation, they should increase to 22,950. Next, we will find out what the amount of funding for this area of activity in other countries.
Comparison of wages with other countries
Of course, an increase in the salary of the Federal Penitentiary Service in Russia is necessary. And although the overall salary of such employees in the Far East, as well as in the Far North, is quite good according to Russian parameters, in other regions it leaves much to be desired. This is especially true for ordinary workers. Against the background of salaries of employees of similar structures, compared with European countries, Russian statistics looksad enough.
So, for example, in Poland, the average earnings in the structure of the execution of sentences, as a rule, are about $ 900, in Greece - twice this amount, in France - 3600, and in England - as much as 3700. the average salary in the Federal Penitentiary Service of a domestic worker as part of the transfer to the US currency is usually around $660.
Thus, few people would like to directly face in their lives the activities of employees of the Federal Penitentiary Service. Nevertheless, this work is very important for ensuring the necessary law and order in the state. As can be seen, in comparison with other states in our country, this area of activity is financed rather poorly. In this regard, the government is trying to find ways to increase the pay of the relevant employees.
