Residents of many settlements and cities in Russia often complain about the formation of spontaneous dumps that spread unpleasant odors and, often, are a source of toxic substances. Our country is far from Japan, where garbage is processed at a high quality level, freeing nature from its presence. However, in July 2012, a legislative act was adopted (FZ No. 128), containing the definition of such a concept as a recycling fee.

This fee was introduced to maintain environmental safety, which has long been a very fashionable phenomenon, for example, in Europe. Here, you have to pay about 100 euros for the disposal of a car already when buying a car. And in Switzerland, funds for the recycling of batteries and batteries are also collected when they are sold.

The recycling fee for cars in modern Russia first appeared as part of the recycling programvehicles operating in the country in 2010-2011. During this period, the owner of the old car could bring the car to dealers, pay 3,000 for disposal and receive a discount of 50,000 rubles for a new car of a certain brand. The recycling fee, which is collected on the territory of the Russian Federation today, is paid by those who import cars into the country, those who manufacture them, as well as those who bought a car from persons who did not pay this fee in accordance with the law.

The procedure for paying the fee is varied. Importers of cars can pay the required amount directly at customs or later at the bank. Russian automakers do not make contributions to this fee, but they submit an application to the Ministry of Industry and Trade about their readiness to safely dispose of the car after its service life has expired. Experts believe that the recycling fee for foreign cars was introduced, among other things, as part of the government's protectionist measures against the domestic auto industry.

When issuing a fee, the following parameters are required:

  • VIN of the car;
  • model;
  • brand;
  • release date;
  • engine size (working);
  • vehicle category;
  • engine number and model;
  • engine type;
  • gross vehicle weight in tons;
  • Full name, passport data, TIN of the payer;
  • customs declaration number (if any).

Utilization fee is paid at the established base rate, adjusted by the coefficient that is set for a particular groupmachines (established by Decree No. 870 of 2012-30-08).

A number of persons are exempted from paying the fee, including:

  • settlers and refugees who import cars as personal property;
  • diplomatic missions, consulates that import under certain conditions;
  • persons importing cars from the territory of the countries of the Customs Union;
  • importers of cars of a certain configuration, manufactured more than 30 years ago for non-commercial purposes;
  • persons who import cars specified in a certain part of the law 16-FZ of 2006-10-01 (on the economic zone in Kaliningrad).

It is expected that the recycling fee, together with other activities, will help to make the country cleaner and ensure a good environmental situation for future generations.
