Article 10 (in paragraph 1) of the GRC establishes that buildings, the construction of which has not been completed, are considered objects of construction in progress. To carry out the commissioning of a residential building, it is necessary to improve it. First of all, we are talking about laying engineering and technical networks. Commissioning of the house is carried out in the presence of systems ready for operation:

  • Water supply - the facility must be connected to a local or central main. In the first case, it can be a well or a well.
  • Electrical supply - power lines must be installed, connection made.
  • Sewerage - the specifics of the connection will depend on where the residential building is located. Commissioning can be carried out in rural areas or within the city. In the first case, as a rule, there is no centralized sewage system. An autonomous system is suitable for each structure. The sewerage system in the city is centralized.

Regulatory framework

In accordance with Article 48 (p. 3) of the GRC, there is no need to develop and agree on a project for the implementation of construction or reconstruction activities. Article 54 of the Code provides for cases in which state construction supervision is not mandatory.

In particular, it is not performed in respect of IZHS objects. The Town Planning Code, in Article 8 (clause 4), establishes the possibility of a simplified procedure for commissioning a structure. The same rule explains the features of obtaining the necessary documentation. When building a building from scratch, a cadastral plan and papers for the site are required. The latter must contain the characteristics of the wear.

The process of commissioning a facility is quite laborious and takes some time. Difficulties may arise at the stage of coordinating papers with control services.

To put the house into operation, you will need certificates of compliance of the building with sanitary, building, environmental standards. These papers are signed by the engineer responsible for the construction. A mandatory document is a certificate of compliance with fire regulations.
