The main inspirer of the new magazine was I. Maisky (who at that time was in charge of the press department of the People's Commissariat of Foreign Affairs), whose first article opened the first March issue in 1922. The new magazine included author's articles, a political calendar, a review of foreign life, foreign press publications and commentaries from emigre publications.

In 1930, the magazine was closed, due to the fact that the publication was involuntarily drawn into the struggle that was observed at that time in foreign policy between the two currents. The journal has resumed its workonly in 1954 on the initiative of V. M. Molotov, supported by N. S. Khrushchev.
