Equipment of PSCs

A private security guard of the 6th category can work in a PSC that has special equipment, which includes a rubber stick, handcuffs, a protective vest and helmet, a barrelless weapon for self-defense, gas weapons, including aerosols with tear gases, electric shocks, spark gaps. All this can be used by the guards of the 5th category. A bonus for the category in question is equipping the PSC with such special equipment and weapons of the 6th category guard as firearms.

Learning

This rank is the highest for a guard. However, the training is the longest with the highest tuition cost. A person who has completed training receives a security guard certificate of the 6th category. However, hisreceipt does not guarantee that immediately after coming to work in a private security company, the employee will be accepted. Positions corresponding to this category can all be filled, and then you will be asked to work at lower levels. But, when the position of a security guard of the 6th category is released, you will be transferred to it.

Determining the educational institution for courses

It must have a license for educational activities in the desired direction. The attachment to the license will indicate the address where the training should take place. Training for a rank 6 security guard assumes that during the training you must shoot 43 rounds. At the same time, you may be told that they also include cartridges that must be fired in the exam. An additional 10 cartridges are allocated for the security guard exam of the 6th category. Sometimes the Comprehensive and Final Exams are combined and they say that 10 rounds will be allocated out of 43, but if you fail on the first exercise, you will underutilize the ammo, you won't get a training certificate, and you won't pass the Comprehensive exam for a rank 6 security guard.

You can ask for a 5th rank commission, but no one will return the money for training and unused cartridges.

Graduation

After graduating from the chosen educational institution, you will receive a certificate, which states,that in a certain period of time a course of study was completed in this institution. Training should be carried out according to the training program for private security guards. For a security guard certificate, you need to contact the Ministry of Internal Affairs.

Qualification exam concept

This exam is held in the Ministry of Internal Affairs, and not in an educational institution. The exam can be taken at the place of residence or registration, as well as at the place of registration of the private security company, which is the place of your work. Examination tickets for a security guard of the 6th category involve testing theoretical knowledge for a maximum of 15 minutes, during which one person must answer 10 questions. At the same time, the accuracy of the answers must be at least 90%.

The exam is taken in the form of tests for the 6th grade of a security guard. Admission to the qualification exam involves the submission of the following documents to the commission of the Ministry of Internal Affairs:

• passport of a citizen of the Russian Federation;
• application in the prescribed form;
• copy of certificate from educational institution;
• certificate in form 046-1 (permissible limitation period is 1 year).

When submitting copies for comparison, you must present the original documents. In addition, you must have a certificate from the educational institution on training in the program not lower than the required level.

Passing the qualifying exam

After the documents are submitted, the commission of the Ministry of Internal Affairs checks them, after which a specific date, time and place are assigned where the qualification exam will take place.

It contains a theoretical part, including,as already noted, tests of the security guard of the 6th category, as well as two practical parts. During the first practical part, the skills of using self-defense weapons are tested, and during the second, the skills of firing from service firearms.

If the exam was not passed, then, as a rule, after 8 days, it is allowed to retake it without retraining. If the exam is passed successfully, then the commission of the Ministry of Internal Affairs issues a "Certificate of Qualification of a Private Security Guard" of the required category.

Applying for a Security Guard ID

To obtain it, you need to contact the department of licensing and permitting work (LRO) in the district Ministry of Internal Affairs at the place of registration / residence of the citizen himself or at the place of registration of the private security company in which the citizen works.

At the same time, documents are submitted there:

• Russian passport;
• copy of training certificate;
• copy of the received certificate at the Ministry of Internal Affairs;
• copy of certificate 046-1 with the same validity period;
• photo 4x6 cm in the amount of 2 pieces;
• questionnaire for issuing a certificate (as a rule, its form is issued and filled in directly at the Ministry of Internal Affairs);
• receipt of payment of state duty.

Checking and making a decision to issue a certificate

After the documents are submitted, the information specified in them is checked. This is done through interviews withan applicant for obtaining a certificate, sending requests to the information center of the Ministry of Internal Affairs about the presence of a criminal record of the applicant or the fact of his criminal or administrative prosecution.

In addition, requests are sent to licensing, law enforcement, supervisory and regulatory authorities. Other activities provided for by applicable law may also be carried out.

From the date of submission of the application together with the annexes until a decision is made to issue or refuse to issue a certificate, no more than 20 days can pass. If there is a need for additional verification activities, the term, by decision of the head of the structural unit of the Ministry of Internal Affairs, can be extended to 10 additional working days.

The decision is issued with a reasoned conclusion. It must be certified by the signature of the officer issuing the decision, the head or his deputy of the licensing and permitting department.

Obtaining a license

Work as a security guard can take place in six categories. The first three categories do not require professional training and a license. Security guards of the 6th category, according to the current legislation, must obtain an appropriate license, which is understood as a certificate of a private security guard. It is issued for a period of 5 years. Applicant must be of legal age at the time of application. After this period, it is required to carry out the procedure for renewing the certificate.

The private security company itself receives a license for the right to carry out security activities. Legislationour country does not involve the provision of security services by a separate security guard.

Periodical inspection of guards of the 6th category

Obtaining by an individual a certificate, which contains information on the qualification of a private security guard, gives the right to use firearms, special equipment and self-defense weapons. After successfully passing the qualification exam, a periodic review is conducted.

For security guards of the 6th category, it is carried out 1 year after the successful passing of this exam. For this category, the periodic examination includes an examination in the theory of firearms training, theoretical law and medical training, as well as practical firing from service weapons. After passing this check, the guard receives an "Extract from the protocol of the commission", according to which the leadership of the private security company petitions the leadership of the Ministry of Internal Affairs for permission to carry and store service weapons in the performance of official duties.

The Department of Internal Affairs issues an appropriate permit, which indicates the series and number of weapons that are placed in the security guard's certificate and must always be with him. The guard must receive weapons for the duration of duty and hand them over at the end of his shift. Use of weapons for personal purposes is prohibited.

Thus, the position of a security guard, especially the highest rank, involves the initial expenditure of money on training, passing exams and periodic confirmation of compliance with the position held. If the faces wereconvicted, a criminal investigation was carried out against them, they were dismissed from the civil service for violating the law, if their license had already been revoked, and less than 1 year has passed since the moment of its cancellation, if they are constantly brought to administrative responsibility, they are not en titled to obtain a license guard.
