A hostel is temporary housing, and the history of its appearance in this context reaches the times of Medieval France. Then the state, taking care of students and families in need, gave them places (rooms) in a hostel. In the 19th century, barracks were assigned to the workers of factories and manufactories - buildings, similar to block-type hostels, where they could live. And only in the early 1920s, burses began to be reconstructed on the territory of Russia, which had previously functioned successfully and provided shelter for people studying in theological seminaries and colleges. The times of the USSR were remembered by "communal apartments" and block-type dormitories that have survived to this day.

Characteristics of types of dormitories

An extended classification of dormitories has been developed. They are divided by type of ownership:

  • commercial;
  • state:
  • working hostel from the enterprise;
  • student.

And also by gender of the residents:

  • feminine;
  • male.

Planning solutions

  4. Hotel-type hostels. This is a home with a high level of comfort. It is characterized by large rooms, the presence of a bathroom, a shower room, small household appliances in the room, a shared kitchen on the floor or in the room. If it is provided by the conditions of residence.
  5. Student-type hostels. This is student housing. The level of comfort is characterized depending on the status and prestige of the university.

Dorms in Moscow and Russia: how to get a room

While living in a hostel, you can register for housing, but you must comply with the condition - the room must be privatized. In other cases, an agreement from the landlordreal estate and lease agreement may be the reason for registration.

If the registration of the owner of the room is supposed, then, apart from the certificate of ownership, no forms are needed.

The registration procedure is not complicated by enterprises. According to the regulations, a citizen applying for a room or apartment in a hostel must:

  • write a statement;
  • turn in your ID document.

When will registration be ready?

After 10 days from the date of submission of documents, the original passport will be returned along with a certificate of registration. At the same time, the place of registration is not always issued on a permanent basis. It may also be temporary.

In the first case, a resident of the Russian Federation is registered upon the fact of stay, in the second - according to the place of residence. In both cases, registration should be issued at the actual address of residence or stay of a citizen, otherwise the seller, represented by the subject of registration, or the buyer (tenant) may be punished by a fine.

Federal legislation of the Russian Federation strictly regulates the issuance of rooms in a hostel. The rights and obligations, as well as the requirements put forward to the applicant, are prescribed in Government Decree No. 713, the Federal Law5242-1.

Common features characterizing Russian communal housing

  • Self-occupancy without legal circumstances: after the termination of guardianship, which served as the reason for settling in a hostel; in case of bringing the tenant to administrative responsibility 3 or more times in a calendar year; as a result of unilateral voluntary termination of the employment agreement.
  • Moving to another locality for permanent residence. Students left without parental care and orphans are provided with housing of a different category.
  • Firing from work.
  • Graduation from university.
  • Ownership of other residential property.
  • Completed shared construction.
  • Utilities arrears for the last 6months.
  • Eviction from the hostel on a voluntary basis. Housing is vacated within 3 days after receipt of the notification, about which the corresponding act of acceptance and transfer of real estate is signed.

According to the law, people evicted from the hostel and belonging to the named categories of citizens have the right to other equivalent housing. These include:

  • working for a housing organization for 10 years;
  • families with minor children;
  • disabled people of the first and second groups;
  • retired from an organization that provided a room in a block-type dormitory;
  • employees of liquidated enterprises;
  • families of people who died at work;
  • families with disabled children;
  • disabled victims of the Chernobyl disaster.

All of the above norms are mentioned in the Housing Code of the Russian Federation.
