The issues of selection and placement of civil service personnel are of great importance. Therefore, the personality of Anton Yuryevich Fedorov, who heads the main personnel department of Russia, is under the close attention of society.
Youth years
Anton Yurievich Fedorov was born in 1961 in the city of Kuibyshev in an ordinary Soviet family. He began his career as a toolmaker after receiving secondary education. Almost immediately, Anton was elected secretary of the Komsomol committee here. Military service in the SA took place from 1979 to 1981, and he carried it in Afghanistan. Anton's Komsomol work continued in the Kuibyshev Regional Committee, where he became an instructor in 1985. Soon he headed the Krasnoglinsk district committee of the Komsomol.
Deputy activity
In 1990, Anton Yuryevich Fedorov became a deputy of the highest legislative body of the RSFSR, the Congress of People's Deputies from the Volga territorial district (Kuibyshev region). Consistent supporters of moderate socio-economic reforms, supporters of Yeltsin created the Left Center faction. The young deputy became a member of this faction and actively worked in the constitutional commission of the congress as the secretary of the deputy committee. For two years (until 1993) Anton Yuryevich was the representative of Boris Yeltsin in the Samara (formerly Kuibyshev) region. In 1994, Anton Yuryevich was elected to the State Duma on the list of united democratic parties "Russia's Choice". However, before the lower house of the Russian Federal Assembly began to work, he gave up his mandate in favor of Mark Feigin, who took second place in the bloc's regional list.
The beginning of a civil servant's career
Fedorov Anton Yuryevich came to the Kremlin administration in April 1993, when, according to the adopted Constitution, a body was created under the president to ensure the implementation of his broad powers. In one of the structural divisions of the administration, responsible for the interaction of the president with federal and local authorities, Fedorov became deputy head, providing representation in the Supreme Soviet and staffing the president's representatives in the field. He held this position until January 1996. To implement the Decree of Boris Yeltsin "On State Support for Small Business" in 1995, a Committee was created. To strengthen the newly created structure, Anton Yuryevich was appointed in April 1996 as deputy chairman, where he worked for a short time.
Starting from September 3, 1996, in the presidential administration Fedorov AntonYuryevich coordinates the activities of Yeltsin's authorized representatives in the regions of the Russian Federation. Fedorov's work in this position continued until July 2000. This time was marked by the active influence of the center on local politics. As an example, we can name the resolution of the conflict between the city head of Samara Sysuev and the Samara governor Titov. On the recommendation of Fedorov, Boris Yeltsin appointed Oleg Sysuev to the post of Deputy Prime Minister of the Russian Federation for Social Affairs.
Activities at the presidential office
Putin VV in July 2001 appointed Anton Yuryevich Fedorov First Deputy Georgy Poltavchenko - President's Plenipotentiary Representative in the Central District, uniting 18 regions, including the city of Moscow. Working in this position for more than ten years (until 2011), Fedorov did a lot to implement the efficiency program of the Moscow Oil Refinery. The decision taken in 2007 by Gazprom Neft, together with the Moscow government, to modernize was designed for 15 years.
Fedorov Anton Yuryevich (Gazpromneft) was elected a member of the collegial executive body of OAO Moscow Refinery. Taking into account the extensive experience in organizing personnel work in state corporations, in 2012 Anton Yuryevich moved to the state association Rosatom, becoming the head of the department for work with regions.
Return to the presidential administration
Appointment of Anton Yuryevich Fedorov as Head of the Presidential Department for Stateservice and personnel took place in 2013 and was quite predictable. Before the presidential elections in March 2018, rumors circulated that another official would replace him in this post. However, in July 2018, Fedorov was again appointed head of the department that ensures the implementation of state policy in the field of civil service.
Representation before the judiciary and the Anti-Corruption Council
To increase the level of representation of the President of the Russian Federation in the Higher Qualified Board of Judges of the Russian Federation, Fedorov was appointed his representative by Putin's decree. The Head of the Department is a member of the Anti-Corruption Council under the President of Russia. The Council, as the most important body, coordinates the work to create an integral anti-corruption system throughout the country. If necessary, the implementation of the decisions of the Council is provided by the President of the Russian Federation through decrees, orders and instructions.

In his dissertation, he considered a topic directly related to his work in high government positions in modern realities and withtaking into account historical experience.
Private life
The biography of Anton Yurievich Fedorov contains scanty indications of his marital status. It is known that Anton Yuryevich and his wife Galina have three sons - Pavel, Nikita and Kirill.
Fyodorov is purposeful by nature, he knows how to achieve the task. Well-educated, sociable, he has a good knowledge and understanding of people, which allows him to correctly solve personnel issues. Similar in type to Nicholas II, he even played his role in the TV series Junkers.
Anton Yurievich is a deeply religious person, but his path to God was not easy. For the first time, thoughts about God visited him in Afghanistan, when, as a twenty-year-old fighter of the Soviet Airborne Forces, he even emerged from hopeless military situations safe and sound. Then there were 20 more years of reflection, and at the age of 40 he was baptized. He was connected with the temple on Kulishki by the search for an image for the nominal icon of his youngest son, named after Cyril of Alexandria. The description of the image of Cyril of Alexandria in the icon is taken from the image of St. Cyril in the Church of All Saints in Kulishki. Since that time, he himself, his wife and children have become parishioners of the church in Kulishki.
