Internet Development Institute (IDI): history, goals, projects

IRI is a relatively recently created organization whose main task is the development of modern technologies in Russia - media resources, Internet networks, related software, etc. Let's get to know it better, as well as its main areas activities.

History of the Internet Development Institute

The idea of creating such a lobbying organization was expressed in 2014 at the RIW Forum. The project was supported by V. Volodin, an official of the Administration of the President of the Russian Federation. Almost the entire year of 2015 was devoted to defining the format and directions of the institute's activities, its goals, objectives, and management system. As a result, German Klimenko was appointed chairman of the council of the newly created structure. The founders of the IRI were:

• Internet Technology Center;
• Russian Association for Electronic Communications;
• Internet Initiatives Development Fund;
• Media Communication Union.

In the same year, a new project wasthe first event was held - Forum "Internet + Economy". Its importance is evidenced by the fact that, as a result of the forum, certain instructions were formulated by V. V. Putin to the branches of federal power. In 2016, eight key forums of the Internet Development Institute were organized, which we will analyze in detail below. Today, the IRI specializes in collecting and processing the necessary statistics on the work of Internet-dependent Russian and foreign sectors of public life, and analyzes these data.

Goals and vectors of IRI activities

The main objectives of the Institute are:

1. Create an active cross-industry discussion space.
2. Consolidation, interpretation and promotion of industry research and its results.
3. Opening a dialogue with the authorities of all Internet users of the Russian Federation.
4. Formation of a single center of industry-related knowledge.

Based on the above goals, ANO "Internet Development Institute" has formed the following areas of its work:

1. Creation of a long-term Program for the development of Runet and related segments of the economy.
2. Work on a bill that would give Russian software developers advantages in public procurement.
3. The introduction of Russian software into the structure of state power, the creation of comfortable conditions for its developers, the emergence of the possibility of creating state orders for the development of the required software.
4. Creation of an association of Russian software developers under the supervision ofRostec represented by NCI.
5. Development of certain requirements for the work of instant messengers.
6. Development of the Federal Law "On telemedicine".
7. Creation of specialized laboratories, technology parks on the basis of the country's IT universities with the assistance of large businesses and Internet companies.
8. Creating a ranking of Russian IT universities.
9. Develop common standards for all official government communications.
10. Creation of the "Rating of Smart Cities of the Russian Federation".

German Klimenko and the Internet Development Institute

Let's talk about the head of Iran. German Sergeevich Klimenko is a system programmer and economist by profession. In addition to being the chairman of the board of the Institute and adviser to the President of the Russian Federation, German Sergeevich is also the director and owner of Liveinternet, Mediametrics. In addition, G. S. Klimenko is the creator and leader of List. Ru, TopList and LBE.

German Sergeevich actively opposes the complete openness of the Web - he proposes to ban popular foreign networks in the Russian Federation, restrict Russians' access to certain sites, and completely isolate the Runet from the World Wide Web.

Forum "Sovereignty": support for developers and software import substitution

Having told about the Internet Development Institute and Klimenko, let's move on to the activities of this organization. So, what is the Sovereignty direction working on:

• Stimulating the creation of domestic software, creating the necessary conditions for developers.
• Agitation of government agencies to use Russian software, as well as the introduction of state order systems for such software.
• Software import substitution: Goslinkus pilot project.
• Development of requirements for instant messengers used by government agencies.

Forum "Media": the fight against Internet pirates and the protection of legal content

In the framework of this vector, IRI implements projects:

• Creation of a council dealing with issues related to the protection of copyright for content posted on the Runet.
• Fight against piracy.
• Promotion of legal content.
• Non-discriminatory access to ISP homes.
• The emergence of new sources of monetization.

Trade Forum: New Opportunities for Online Business

This line of work of the Internet Development Institute (IDI) includes:

• Encouraging the development of retail exports from the country - simplifying the declaration of goods.
• Creation of online checkouts.
• Legalization of the virtual sale of medicines, alcohol, jewelry.

Forum "Finance": the future belongs to virtual cash settlements

The direction includes two key vectors:

• Simplifying the procedure for online identification of both clients and financial institutions.
• Increase in the share of non-cash payments, purchases, transfers.

Forum "Society": the availability of the Internet and virtualservices

Here the Internet Development Institute is working on:

• Improving the work of various online services.
• Increasing the availability of virtual services.
• Support and promotion of social entrepreneurs.
• Developing uniform standards for government websites.

Forum "Education": safe Internet and support for IT education

IRI outlined the following directions here:

• Promotion of a safe Internet for children.
• Assistance in the interaction of IT universities with relevant commercial organizations.
• Creation of technology parks, IT laboratories.
• Compiling the ranking of IT universities.
• Developing unified quality standards for online courses.

City Forum: Shaping Smart Cities

Specialists of the "City" direction are working on:

• Creating the "Rating of Smart Cities of the Russian Federation" to encourage the introduction of Internet assistant services.
• The accelerated introduction and development of the latest Internet technologies in Russian cities.

Forum "Medicine": to the doctor - via the Internet

This important vector includes:

• Legalization of remote medical services.
• Creating a medical image recognition system based on Big Data and neural networks.

All eight areas of activity of the Internet Development Institute are designed to make the life of Russians more comfortable and saferand richer. I would like to believe that the Iranian specialists will not act by the method of severe restrictions and the erection of the Internet "Iron Curtain".
