The job regulations must be approved by the representative of the employer and organize the official professional activities of a civil servant of the Russian Federation. This document is intended to assist in the correct selection, placement of employees in the appropriate positions, be responsible for increasing their professionalism, improving the technological and functional division of labor between the heads of departments and their subordinates.

The official regulations are also used when hiring citizens for service, planning and evaluating their further service activities, as well as conducting qualification testing (exam) or attestation.

The results of the implementation of this regulatory document by employees can be taken into account when conducting competitive events to fill a vacant position or wheninclusion of this specialist in the personnel reserve. The official regulations must be drawn up in accordance with the requirements of Article 47 of the Federal Law No. 79 of July 27, 2004. Its structure must include:

- official duties, responsibility and rights of a civil servant for improper performance or non-performance at all of his official duties, which correspond to the tasks and functions of the relevant structural unit;

- a list of qualification requirements for the nature and level of knowledge, skills that apply to a civil servant, as well as the availability of appropriate education and civil service experience or work experience in the speci alty;

- issues on which a civil servant has the right or is obliged to make decisions independently;

- the procedure for the interaction of an employee in the performance of his duties with other officials or organizations and ordinary citizens.

Job regulations may also include the following indicators:

- a list of public services that can be provided to organizations andcitizens;

- performance and efficiency indicators (assessment criteria) of the activities of a civil servant.

As mentioned above, to assess the performance of duties, certification or assessment is carried out regularly (mainly once a year). Certification of civil servants contributes to the formation of a high-quality personnel of the organization, to improving the qualification level of these specialists. It also allows you to resolve issues that are related to the replacement of positions during the reduction of employees of a particular public service, as well as changes in wages.
