Instruction and training

At every enterprise there must be a permanent commission headed by the general director, production manager or chief engineer. Employees of outside organizations who perform certain works in the area allocated for this must be instructed.

If students have an internship at work, they must pass an introductory briefing before starting work. Venue and duration

They conduct an introductory briefing directly in the office reserved for the labor protection service, some enterprises have other specially designed rooms where visual aids or other, more modern means for training are used. For this, there is GOST 120004-90 (according to paragraph 7.1.3 of the Order). Visual aids and other special teaching aids should be in line with the direction of this production.

The order of briefings on labor protection at the enterprise prescribes the duration of classes, which is developed specifically, based on the legislative standards adopted in the Russian Federation. This should take into account the specifics of the activities of this organization. The duration of classes must be approved by order (clause 2.1.2 of the Procedure). A unified form for this order will not be given here, because, depending on the activities of the enterprise, it is drawn up in an arbitrary form.

Questions

Factors of production

Hazards that can cause harm are always the first questions in introductory training programs. This is to ensure that the means and methods of preventing occupational diseases and accidents are most fully covered. These are posters, warning signs, means for collective protection, signaling and the like. Requirements regarding the prevention of electrical injuries are necessarily included in the program.

The order of briefings on labor protection in the Republic of Belarus (Republic of Belarus) is practically no different from that adopted in Russia, in other CIS countries the rules have undergone many changes. Initial briefing

The procedure for conducting primary briefing on labor protection is established by law (clause 2.1.4 of the Procedure). The persons obliged to pass it include, first of all, all those employed under an employment contract, even if it is concluded for a period of less than two months or for the period of seasonal work, this also applies to part-time workers, homeworkers who use materials, tools or mechanisms from an employer or self-purchased.

Primary briefing is mandatoryemployees transferred from another site or from another unit, the same rule applies when an employee is assigned a new job. Seconded from other organizations, as well as students sent for work practice, undergo primary briefing. Such briefing is required for all those involved in production activities.

Ways

For initial briefing to workers before starting their independent activities, you can use an individual method or instruct a group of people who will perform the same type of work on the same equipment. Usually, the direct supervisor of this section or workshop conducts the briefing. It must be accompanied by practical demonstrations of safe labor practices.

Those employees who will not be associated with the maintenance, operation, adjustment, testing, repair of equipment, who will not use electrified tools, store and use certain materials or raw materials, are exempted from primary briefing by a special order. This is reflected in clause 2.1.4 of the Order. However, the employer must initially approve the list of positions and professions of employees who will be exempted from the initial briefing. So, a special procedure for conducting safety briefings at school is used. There, programmatic issues concern not so much the equipment as the protection of the life and he alth of children.

Program

With the primarybriefing is carried out by the head of this structural unit, after which it is coordinated with specialists: either the head of labor protection, or an employee who is authorized to do this according to the order of the employer. The program should reflect legislative norms, take into account the specifics of production and this structural unit, the basis should be the Instruction on labor protection and technical and operational documentation.

Questions on the primary briefing program are given in the List (Appendix 5, GOST 120004-90). First of all, information should be given about the equipment that is used at a given workplace, about the technological process taking place in the workshop or at the production site. It must be shown how to safely organize and maintain the workplace. Pay special attention to the danger zones of the device, mechanism or machine, to the safety equipment - brake devices, safety guards, alarm and blocking systems, warning signs. At the end of the briefing, an oral test should be conducted regarding the skills and knowledge of safe work practices. Persons who have not mastered the knowledge are not allowed to work.

Re-briefing

The procedure for conducting repeated briefings on labor protection is approved by law (clause 2.1.5 of the Procedure). Such a briefing is carried out every six months for all employees who have undergone the initial briefing. It is carried out by the direct manager of the work. Afterpassing and oral testing, an entry is made in a special journal, where the briefing is recorded - under the signatures of those who passed it and those who accepted it. Also, many enterprises make an entry in the employee's personal card.

In addition to introductory, primary and re-briefing, there are other types of it, and the procedure for conducting labor safety briefings can be unscheduled and targeted. An unscheduled one is carried out when new legislative acts are put into effect or the requirements for the content of labor protection are changed, when instructions are changed. Also, the implementation of the Procedure for conducting unscheduled briefings on labor protection is necessary if technological processes change, equipment and fixtures, tools and other factors that can affect safety are replaced or modernized.

Other occasions

If employees have violated labor protection requirements, creating a real threat of serious consequences (accident, fire, explosion, industrial accident, etc.), an unscheduled briefing is necessary. If, after checking the enterprise by state supervision and control bodies, non-compliance with labor protection requirements is found, officials are required to conduct an unscheduled briefing with all employees.

It is carried out individually or by groups of employees whose activities are identical. The scope of the briefing and its content will be determined by each specific case, depending on what reason and what circumstances forced the employees to conduct unscheduled briefings. Usually it is carried out by the head of thisdepartment, foreman or foreman.

Targeted briefing

The procedure for conducting targeted training on labor protection is special. Such briefing is carried out during one-time work, when the consequences of accidents or natural disasters are eliminated. Also before work for which a permit, permit or any other special documents are required. A targeted briefing is required before any mass events are held in this organization.

Carry out targeted briefing of the persons responsible for carrying out the indicated work, issuing the task for this (the person giving the permit). After that, the work manager conducts targeted briefing for members of his team. Oral verification of the acquired knowledge after the end of the briefing is required. All types of briefings are always recorded in the relevant documents - a special journal, and in cases of targeted briefing - in a work permit. The signatures of the instructing and the instructed are also required, the date of the event.

Admission and non-admission

Oral review may reveal poor learning and safe working practices. Such people are not allowed to work independently until they have been instructed again. For suspension from work, an appropriate order must be issued indicating the reason for the non-admission to work. And for issuing such an order, a memorandum from the person who conducted the briefing is required.

Until the employee is allowed to work independently, his salary will notis charged. After receiving a positive assessment of the acquired skills and knowledge, the instructor again writes a memorandum, and the leader issues an order for admission to independent work. All these provisions are reflected in the Labor Code of the Russian Federation.
