In general, according to the law, if the number of employees in an organization is more than 100 people, then there is a quota of jobs for the disabled. The employment of disabled people is a certain percentage of the average number of employees, but this should not be less than 2%. For Moscow, this quota is 4%.

By law, the employment of persons with disabilities provides for the following obligations for the employer:

- allocate or create the necessary number of jobs for people with disabilities;

- create the necessary working conditions, according to an individual programrehabilitation (IPR), for each disabled person;

- provide information in a timely manner that is needed to organize the employment of people with disabilities.

If a person is denied employment just because he is disabled, then this is a direct violation of the law, which entails an administrative fine imposed on officials. Such a fine cannot be imposed on those employers who prove that they did not hire a disabled person solely because of the discrepancy between his business qualities.

Work for the disabled in Moscow and other large cities is more real than in a small town or district center. For example, a hairdressing salon has been set up in Moscow, where craftsmen who are hearing-impaired work. Yes, and with home-based work, things are easier there, the necessary parts are delivered by courier and the finished product is picked up by him. For people with disabilities living somewhere in the outback, the best option is to work remotely via the Internet, or using Russian mail.
