Most of today's businesses and organizations need electricity and electrical appliances and fixtures to function properly. And as you know, any equipment needs maintenance and control, therefore, in accordance with clause 1.2.1 of the PTEEP, an appropriate service, the so-called energy service, staffed by qualified personnel, must be organized and fixed at each enterprise.

It is also allowed to replace the energy service organized at the location of the enterprise by the service personnel of a specialized organization with which a contract is concluded for the maintenance of electrical equipment and installations.

Responsible for electrical facilities - who is this?

The person responsible for the operation, maintenance, repair, adjustment and other actions carried out with electrical equipment, installations and networks at enterprises is one of the most important links in organizing the stable operation of the production process.

The stability of the entire production process directly depends on how professional and qualified the worker responsible for the smooth operation of electrical installations.

The procedure for appointing a person responsible for electrical facilities

At any modern enterprise, regardless of the form of ownership and the number of employees, the appointment of a person responsible for electrical facilities occurs by issuing an order (order), signed by the head of the organization (general director).

The order orders the commissioning of the energy service as such and appoints a person directly responsible for electrical facilities.

On cases of absence of a person responsible for electrical facilities at the enterprise

Based on clause 1.2.4 of the PTEEP, a person responsible for electrical facilities may not be appointed at the enterprise if:

• 

  the organization is not engaged in production activities;

• Electrical equipment of the organization consists only of an input (input-distribution) device, lighting installations, portable electrical equipment with a voltage not exceeding 380 V.

In this case, the responsibility for the electrical facilities of the organization rests with the head of the enterprise. The organization of the above process is the result of coordination with the State Energy Supervision Authority. In order to achieve the result, the head of the organization must writean appropriate commitment statement that does not require confirmation of credentials and qualifications.

Scope of responsibility for electrical safety at work

Responsibilities of the electrical manager include:

• development and maintenance of documentation related to the maintenance and operation of electrical equipment and electrical installations, the basis for which is the "Job instruction responsible for electrical facilities";
• organization of training, instruction, testing of knowledge and admission to independent functioning of personnel servicing electrical equipment;
• organization of the safe conduct of any kind of work on electrical installations or related to electrical installations, including personnel seconded from other organizations;
• ensure timely and high-quality maintenance, scheduled work and preventive tests to prevent repairs;
• organize the calculation of electricity needs and control its consumption;
• participation in the implementation and development of measures to rationalize and save energy consumption;



• monitoring the availability and timeliness of tests and inspections of fire extinguishing equipment, specialized tools and safety equipment in electrical installations;
• ensuring the procedure for admission to the connection and operation of reconstructed and new electrical installations;
• organization of operationalmaintenance of electrical installations and the elimination of any kind of emergency cases and situations;
• ensuring the verification of compliance of the electrical supply schemes of the enterprise with operational actual parameters, a mark on the verification carried out on this subject (at least once every 2 years);
• organization and revision of power supply schemes and instructions (at least once every three years);
• measuring electricity, monitoring its quality and stability;
• monitoring the training of personnel responsible for the maintenance of electrical installations;
• controlling the correct admission of workers in construction and installation and other speci alties interacting with electrical installations.

On monitoring the activities of the person responsible for electrical safety

Control over how well the person responsible for the electrical economy performs his duties is carried out by the management of the enterprise in the person of the general director, his deputy or other persons appointed by the creation of an order by the head of the persons.

On the rights of the person responsible for electrical facilities

In addition to the above responsibilities, the person responsible for electrical facilities also has a number of rights. The instruction of the person responsible for electrical facilities says that he has the right:

• with the permission of the head of the shutdown and decommissioning of electrical equipment and networks, if they are notcorrespond to TE, OT and PB;
• on the basis of a schedule approved by management, stop the operation of electrical equipment in order to inspect, check or carry out repairs;
• no access to work with electrical equipment and installations of personnel who have not passed the knowledge test;
• removal from the production process of workers who violate OT rules;
• filing statements of complaints about the work of personnel with electrical installations and equipment, followed by bringing them to justice;
• give instructions to the rest of the staff on the adjustment, installation, repair, maintenance of electrical equipment;
• represent the non-commercial interests of your organization in cooperation with other enterprises;
• request information and reports from end users of any level on the use of electrical energy, repair and adjustment of electrical installations and equipment.

Provided that the person responsible for the electrical facilities is of poor quality, untimely or unskilled in fulfilling the duties assigned to him by the order of the head, his actions may entail punishment, which will be expressed in certain sanctions imposed by the management.

About industrial emergencies and their causes

List of actions committed or not committed by the person responsible for electrical safety, leading to a violation of the stability and safety of the production process:

• violations committed duringoperation of electrical installations and electrical equipment;
• poor quality, untimely preparation of reporting documentation regulating the performance of the functions assigned by management;
• inaccurate information about the current situation at the enterprise (regarding the specialization of the person in charge);
• poor-quality, untimely maintenance of the power grid and electrical installations operating at the enterprise;



• non-compliance with the PB during the operation of electrical equipment and installations;
• non-compliance with the instructions and requirements of the State Energy Supervision Authority and higher persons and organizations.

On the types and measures of punishment applied for offenses committed at work in the electrical safety segment

List of types of possible, applied in cases where the duties of the person responsible for the electrical facilities are performed poorly, sanctions:

• disciplinary;
• administrative;
• material;
• civil law;
• criminal.
