Goals of the program for the resettlement of communal apartments
The resettlement of communal apartments (2016-2017) is carried out in order to improve the living conditions of the citizens of St. Petersburg, who are on the list of those in need. Thus, the city authorities are striving to ensure exclusively single-family settlement of the apartment, which, of course, will affect the general standard of living of citizens.
Government assistance under the program
Resettlement of communal apartments (2016-2017) is carried out with the help of the state. The actions of authorized persons and bodies that contribute to the successful implementation of the target program are as follows:
- providing families with public housing;
- providing social benefits to those in need (the procedure for accrual and the formula for calculating cash payments below) to improve living conditions: construction, purchase or repair of housing;
- exchange of residential premises in the manner prescribed by current legislation;
- transfer to those in need of vacated apartments orrooms under a sale and purchase agreement at a reduced price (relative to the market price);
- engaging legal entities (organizations) and individuals participating in the state program "Resettlement of communal apartments" in St. Petersburg to assist in the implementation of the program.
Priority assistance is provided to individuals and families who meet the conditions of the above targeted programs. Of these persons, first of all, assistance is provided to families with three or more minor children.
How the resettlement program works: 5 ways

The price of a redeemed room can be up to 70% of the market price and depends on the period of registration of the family as in need of improved living conditions.

Participation if tenants reach an agreement regarding resettlement
In the event that the tenants managed to reach an agreement on the advisability of participating in the program, the resettlement of a communal apartment is carried out according to the following scheme:
- All registered residents must agree to participate in the government program.
- Each of the adult residents should apply to the authorized bodies for the inclusion of a separate communal apartment in the list and provide a package of necessary papers (see what documents will be required below).
- The administration, after considering applications and documents, informs residents of the decision.
In the future, residents have the right to apply for social benefits in order to improve their existing living conditions. To receive a payout, you must:
- submit an application for social benefits and the necessary documents to the MFC or structural divisions of the “Gorzhilobmen”;
- the authorized organization forms a list of citizens applying for payments, determines the order and approves the list;
- after updating the data, the Housing Committee of St. Petersburg makes the final decision regarding the calculation of social benefits;
- organization informs residents about the possibility of receiving funds, after which individuals apply for payments.
Participation if residents do not reach agreement with neighbors
If tenants have not reached an agreement with their neighbors, the resettlement of a communal apartment is carried out in a similar way, however, persons applying for help in improving living conditions cannot qualify for priority payments.
Yes, it is necessary:
- Apply to the authorized bodies with an application and a package of necessary documents.
- Wait for information about the results of consideration of the package of papers.
- If approved by the Housing Committee, you should apply for payment.
In cases where the situation with the consent regarding resettlement changes during the consideration of documents, the Housing Committee must be informed about this. This fact will allow them to have a priority right to improve living conditions compared to citizens who have not reached an agreement with their neighbors.
Package of documents
The program for the resettlement of communal apartments provides for a certain procedure for providing documents (which was described in general terms above for twocases) and a specific list of required papers. So, in the MFC or the territorial divisions of the “Gorzhilobmena” you must provide:
- application for the inclusion of a particular apartment in the list;
- copies of papers confirming the identity of the applicant (applicants) and their originals to verify compliance;
- document with information about the composition of the family and a copy;
- documents confirming the ownership or use of residential premises.
Paper submissions are family-based and will only be accepted if originals are presented to verify the authenticity of the copy.
Procedure for accrual of payment
Payments are provided to participants of the "Resettlement of Communal Apartments" program in St. Petersburg. Cash payments can be used:
- for the purchase of a separate apartment in the secondary housing market;
- for the purchase of a room, if the latter is bought in addition to those occupied;
- to participate in the construction of a house or apartment, provided that it is at least 70%;
- to pay the share fee;
- to pay the cost of the assignment of rights to shared construction.
Acquired housing must be located on the territory of the Leningrad region or in St. Petersburg and cannot be less than provided for by the standard of housing provision for all family members. The “Resettlement of communal apartments” subsidy cannot be used to purchase housing that is recognized as uninhabitable, does not meet the requirements or is underbail.
Where to go to get a public service
The authorized bodies of St. Petersburg are implementing the program. For registration and further receipt of social benefits for the resettlement of an apartment, the applicant must personally apply and provide a package of necessary papers:
