Individuals could open deposits, operate money transfers, pay for services, rent safe deposit boxes, issue bank cards and much more, and all this was provided by the Military Industrial Bank. Volgograd, Lipetsk, Rostov-on-Don, Sochi, Krasnoyarsk, Ivanovo, Vladimir, Stavropol, Ryazan, Bryansk received branches of this credit institution, and this is in addition to the head office in Moscow and three large branches - in St. Petersburg, Novosibirsk and Rostov- on-Don.

Revocation of license

In 2016, on September 26, license number 3065 was revoked due to the failure of this credit institution to comply with federal laws regulating the activities of banks, and the regulations of the Bank of Russia (Central Bank of the Russian Federation) were not enforced. The organization (as well as many others who have been deprived of the right to conduct banking operations in the last few years in the same way) is blamed not only for the lack of counteraction to legalization of income ("laundering" of money obtained by criminal means), but even the absence of measures excluding financing terrorism. The corresponding articles of the Federal Law No. 6 and No. 7 were also imputed (only one item from these articles was excluded).

In addition, the bank was charged with reducing its own capital below two percent, that is, below the minimum authorized capital. The Central Bank of the Russian Federation (Bank of Russia) has repeatedly taken measures to keep the Military Industrial Bank afloat. In St. Petersburg and Moscow, in Novosibirsk and Stavropol, in many cities of the country, people entrusted theirsavings, it would seem, a reliable organization. It is them that the Central Bank will now have to save, because it was not possible to save this organization. Military-Industrial Bank itself was unable to adequately assess the risks given the most unsatisfactory condition of the assets. In St. Petersburg, Moscow and other cities, savers panicked.

Composition

Now this credit institution does not have an integrated ownership structure, as there are many minority owners whose shareholdings do not allow them to manage or even participate in the management of the bank. The story of the former beneficiary Oleg Safonov (now the head of Rostourism) is indicative here. At the end of 2014, his share in this organization was 21.58%. Suddenly, his name disappeared from the list of people who controlled the bank. Immediately after he was approved in January 2015 in this interesting and quite profitable position.

Now Vasily Ivanovich Nosal from Podolsk is on the list with 20.53 percent of the shares, perhaps he is the very inconspicuous owner of the bank. He has experience, he was a co-owner of Promsberbank near Moscow, which lost its license a little earlier - in 2015. Further, in ascending order, other beneficiaries: with 2.37 percent Evgeny Kireev (member of the board of directors), Evgeny Kobal, Sergey Efremov, Marina Lebedeva, Sergey Pupynin, Leonid Evropeitsev, Mkrtich Pichikyan and Alexander Kachur with 18.79 percent. By the way, quite recently the latter had a much greater influence on the activities of the bank,since his share was almost a quarter of the total capital - 24.94%.

What happened? Media version

As of September 1, 2016, VPB ranked 89th in the country's asset rating, which means it was confidently in the top 100 financial institutions in Russia. Then it became known about the problems that suddenly began. The Bank of Russia introduced a temporary administration in this company, and shortly before this, the VPB turned off the electronic payment system. The credit institution filed a lawsuit, but its demands to recognize the actions of the regulator as illegal were not satisfied.

The media have been writing a lot in these months about the problems and apparent causes of the problems that befell the Military Industrial Bank. Rostov, Volgograd, Stavropol, Krasnoyarsk, not to mention St. Petersburg and Moscow, put forward versions of the reasons for such an unpredictable collapse. In all cities there was information that corporate clients began to leave the bank, withdraw funds from their accounts, and this happened massively throughout the country. And problems with liquidity began after the won dispute with the Ministry of Defense. As journalists found out, this department, the strongest in the country, used bank guarantees and kept billions of its rubles there.

Process started

In the summer of 2016, the Ministry of Defense was preparing to receive guarantee payments, but did not achieve the desired. Specialists from the Ministry of Defense went to court, but lost the case, and therefore they were offended and decided to take the deposits from the Military Industrial Bankfully. This is where the chain reaction started. This agency is not the only one that has lost the guarantee payment case.

Such "monsters" as the FSB and the FSKN quarreled and sued the VPB on this subject. The Hermitage - and he lost this lawsuit. Corporate deposits melted away almost instantly. The Ministry of Defense set a good and effective example. The rest of the departments followed him, as well as individual holders of large blocks of shares, which are described above.

Out of ten billion rubles by September, only three remained, which were taken by the Central Bank and counterparties in the Interbank, as the Vedomosti newspaper wrote. It should be recalled that this is the third bank in the top 100 that lost its license within the same week (first, Finprombank and Rosinterbank, and on September 26, 2016, Military Industrial Bank was also deprived of its license).

In St. Petersburg and other branches, in the branches of Ryazan, Volgograd, there were especially many depositors who lost their funds. Of course, the reputation of this bank was trustworthy, but today it is a big risk to keep more than the guarantee amount in any financial institution in the country. Only 700,000 rubles are returned to VPB depositors under the guarantee.

As it was before 2016

Before, everything was fine. Legal entities received not only settlement and cash services and lending (loans were especially taken by representatives of entrepreneurship - small and medium), but also bank guarantees,which suddenly ceased to be fulfilled. It was good with salary projects, and collection, and customs cards, and corporate ones. Funds were placed here naturally and fearlessly. Deposits and current accounts had high interest on the minimum balance. Both brokerage and depository services were provided.

Individuals were allowed to make deposits, RKO, they had access to plastic cards, including debit cards with a very good interest on the balance, foreign exchange transactions, consumer, car loans and mortgages were also carried out, it was possible to receive and send various money transfers - "BEST", Caspian Money Transfer, UNIStream, Contact, Western Union, "Zolotaya Korona". Any payments were accepted - cellular communications, utilities and the like. There was a mobile bank and a range of services, safe boxes. Here they received pensions and social payments (in Moscow and the region) and much, much more. The "Military-Industrial Bank" worked well. Volgograd, Kaliningrad and other cities willingly provided their "red lines" for his offices.

At the beginning of the year, the loan portfolio was 90.5% formed by corporate loans, and before May 1 it decreased by 2.57 billion rubles. The share of retail lending dropped sharply. Loans are predominantly long-term, almost 70% of them were concluded for a period of more than one year. Arrears are quite low compared to other banks. But there are few reserves and they are melting away literally before our eyes, that is, bank borrowers find themselves in an increasinglydeteriorating financial situation. Loan portfolio collateral is very low - only 16.2%.

As of May 1, the securities portfolio totaled only 13.5 billion rubles, and it was fully represented by bonds - securities of foreign companies and Russian financial institutions, OFZ. In addition, this portfolio of bonds was almost entirely pledged at the beginning of May (REPO operations). It should be noted here that the turnover of such securities is very high - more than one hundred and fifty billion rubles, and the main volume of transactions is REPO transactions.

What happens to banks that lose their licenses?

A little has already been said about the actions accompanying the revocation of the license, which the Central Bank (Bank of Russia) has lost its confidence in. However, details are needed. Typically, license revocation is accompanied by the following events.

  1. The very next day, the temporary administration works in the bank, since the previous one is deprived of the legal basis to carry out banking activities.
  2. In fifteen days, the Central Bank will file a claim with the arbitration court for the forced liquidation of this banking institution.
  3. If financial insolvency is found in the deprived bank, then the second requirement is submitted to the arbitration court - to declare the bank bankrupt.

It should be brought to the understanding of all citizens that a bank deprived of a license has no right to continue financial activities, and therefore it must be closed. In December 2016, the Military Industrial Bank was also declared bankrupt. What is lost

Somehow it happened that during the inventory, the provisional administration revealed a shortage of 26,484,561,000 rubles (billions). Documents of loan agreements were missing - both legal entities and individuals. In addition, 1,362,167,000 rubles (another billion) disappeared under the item "other assets". As for fixed assets, which reflect the bank's equipment, furniture and office equipment, only 116,920,000 rubles were not enough. Open correspondent accounts in other banks lost 104,901,000 rubles.

Shortage identified. Work is underway to search for lost property and funds. Claims are being filed for the recovery of debts on loans. And the thing is that the electronic database of documents was not transferred by the leadership of the VPB to the provisional administration. And also had to look for most of the credit documentation and much more. A criminal case has been opened and an investigation is underway. Let's see if anyone is worthy of punishment.
